dated the 23rd October,1925, that on the previous day Baron Shidehara, the Japanese Minister for Foreign Affairs, had remarked to him that the outbreak of civil war in China showed "how difficult it would be to abolish likin, it was obviously still in the power of any insurgent general to take what dues he pleased in defiance of the orders of the central Government' This, of course, continues to be the position today.
